Making a point that you cannot do a phone duties

I am a deaf employee and I know how to do phone transfers. And there is a technology that can communicate on my behalf but General Manager said I cannot do these tasks and said, 'she is not reliable on these tasks." In my opinion, this is discriminating. Unfortunately, we do not have any HR department. I just want to make a point that a deaf employee can do anything even with phone calls.
