Expanding Data Collection

The Arc of the United States endorses the comments of the CCD Employment Task Force regarding the importance of data collection. As we seek to expand opportunities for competitive integrated employment, we must ensure that we are expanding opportunity for people with intellectual and developmental disabilities (IDD) of all races. The Arc recommends that the Department of Labor's Wage and Hour Division collect demographic data on people earning subminimum wage under Section 14(c) of the Fair Labor Standards Act to determine if there are any racial disparities. According to the U.S. Commission on Civil Rights report Subminimum Wages: Impacts on the Civil Rights of People with Disabilities, such data is not currently being collected (https://www.usccr.gov/files/2020-09-17-Subminimum-Wages-Report.pdf (P.68)).
