Connecting disability resources to workforce development

The Department should provide more targeted resources that support disability inclusion in general workforce programs, especially apprenticeships. In addition to requiring disaggregated data collections to understand disparities, the department can: provide trainings; ensure workforce programs and their employer partners know about the Job Accommodations Network, EARN, PEAT, and other technical assistance programs; and set utilization goals that the reflect the diversity of the community. The Section 503 utilization goal provides an example of the kind of goal and accompanying analysis that employers and workforce programs should be evaluating to understand and address deficits in their workforce, even if meeting the goal isn't a legal requirment. Once a disparity is identified, thought, they must be supported in understanding how to correct it.
